Marketing Plan: How to Organize Channels, Budget and Measurement

A practical framework for a marketing plan: goals, audiences, channel roles, budget, measurement plan and decision rhythm.

Key points

Key takeaways

  • A marketing plan starts from the business goal and the constraints, not from a list of channels.
  • Every channel should have a role, an owner, a measurable signal and a condition for change.
  • The budget is planned for operations, learning and production; there is no universal fixed percentage or ready-made package.
In this article

A marketing plan translates business goals into specific audiences, offers, channels, resources and decisions. It is not a calendar of posts and not a table of budgets without context. A useful plan shows what we will do, why, who is responsible and how we will decide whether to continue.

Short answer

Start from the goal and the unit economics. Give every channel a specific role, define the main conversion actions and keep resources for testing and production. Review the plan by decisions, not just by tasks completed.

First define the business goal

"More traffic" is not a sufficient goal. Traffic can be a means to more qualified leads, sales, repeat purchases or entry into a new segment. Different goals require different timelines, channels and metrics.

  • Which business result needs to change?
  • What is the current baseline?
  • Which constraints are real: budget, team, seasonality, technology, capacity?
  • Who decides when there is a conflict between the short-term and long-term result?

Give every channel a role

RoleSample channelsWhat we assess
Capturing active demandGoogle Search, SEOIntent, qualified actions, revenue
Creating demandMeta, video, influencers, contentReach quality, response, assisted impact
ConversionLanding pages, CRO, sales funnelConversion rate and downstream quality
RetentionEmail, CRM, messagingRepeat action, retention, LTV
MeasurementGA4, GTM, CRM, backendData quality and decision readiness

A channel can have more than one role, but this has to be explicit. Otherwise each team can present a different metric as success.

How do we plan the budget without a universal formula?

There is no fixed percentage that is right for every business. The budget depends on the goal, margin, customer value, competition, the volume needed for learning and the capacity to handle the result.

We divide resources into at least three groups: working activities, controlled tests and production infrastructure. The last includes creative, landing pages, tracking, content and technical support. If the whole budget goes to media spend, the channel may not have a strong enough offer and conversion to improve.

Measurement plan before the campaign

  • Define primary conversions tied to a real business action.
  • Separate diagnostic micro events from the results being optimized for.
  • Specify the source of truth for revenue, lead quality and sale status.
  • Document UTM rules, naming and ownership.
  • Check consent, deduplication and the main user journeys.

The plan has to include dependencies

An SEO article depends on expert input and development changes. A paid media test depends on creative and a landing page. CRM automation depends on clean stages and ownership. When these dependencies are not visible, timelines look delayed even though the problem is in the sequencing.

A working rhythm for decisions

  1. Weekly: critical deviations, tracking problems and operational blockers.
  2. Monthly: channel performance, lead quality, creative and funnel learning.
  3. Quarterly: resource allocation, strategic hypotheses and larger dependencies.

The frequency is adapted to the business cycle. What matters is that every meeting ends with a decision, an owner and a next review date.

What determines the scope and price of planning?

We do not use a fixed price. The scope depends on the number of markets, products, audiences and channels, the quality of the available data, the need for customer or competitive research, the involvement of sales and product teams, and whether the task includes only the plan or subsequent management as well.

What should you receive?

  • Clear goals, constraints and measurement definitions.
  • A map of audiences, problems and offers.
  • Role and priority of the channels.
  • A roadmap with initiatives, dependencies, owners and acceptance criteria.
  • A resource model for media, production, content, technology and analysis.
  • A rhythm for reporting and decisions.

When is a plan not enough?

A plan does not replace implementation and does not remove market uncertainty. If there is no access to data, no decision owner or no capacity for production and follow-up, those constraints have to be resolved first. Strategy has value when it can be turned into controlled action.

DigitaL+ practice

How we apply the principle in practice

We use the plan as a working document. To every initiative we add an owner, a dependency, a measurable signal and a decision date, so that strategy does not stay separate from execution.
